Water leaving ground based sources and taking to the sky was a consequence of climate change that was know for decades, yet washington did nothing in terms of planning and preparing. The result? We’ll all that water in the atmosphere that was allowed to accumulate comes down in inordinately severely rainfall causing all manner of problems.
