In 1990 negotiations on German reunification between the US and USSR, Bush's Secretary of State James Baker told Gorbachev the US could make "iron-clad guarantees" that NATO would not expand "one inch eastward." That promise was quickly broken.

After the 2014 war in the Donbass region, the Minsk II agreements laid out a roadmap to peace in Ukraine. But the US kept pouring weapons into Ukraine and peddling the pipe dream of NATO membership, sabotaging the actual solution for security and peace in Ukraine.
