To be sure, the Gramm-Leach-Bliley Act eliminated the Glass-Steagall Act's restrictions against affiliations between commercial and investment banks in 1999, which some argue sparked the 2008 financial crisis.
What’s more, it allowed investment banks, specifically Goldman Sachs to borrow from the US Federal Reserve and then take that money to finance China’s building of its own auto industry.
